EDUCATION QUALIFICATIONS & EXPERIENCE:As per Sub Section (4) of Section 27 of Juvenile Justice Act, 2015, Rule 15 (3) of JJ Model Rules (Amended in 2022):
The Chairperson and the members shall be above the age of 35 years and not more than 65 years and shall have a degree in child psychology or psychiatry or law or social work or sociology or human health or education or human development or special education for differently abled children and has been actively involved in health, education or welfare activities pertaining to children for 7 years or is a practicing professional with a degree in child psychology or psychiatry or law or social work or sociology or human health or education or human development or special education for differently abled children.”
Age Specification: Chairperson and Member shall be
• Minimum: 35 years
• Maximum: 65 years as on the notification date.

Criteria for Disqualification/Ineligibility: CWC
As per Rule 15 (4) of JJ Model Rules-2016 (amended in 2022)
A member of the committee shall be eligible for appointment of maximum of two terms, which shall not be continuous, provided that nothing contained in this sub-rule shall be a bar in case of a member being appointed as Chairperson.
- “(4A) The person applying for the post of the Chairperson or member of the Committee shall submit an affidavit, as per Form 49, certifying that the applicant is not barred by any of the conditions laid down in subsection 4A of section 27 of the Act. The appropriate Government shall then verify the same as per norm.
- (4B) A person associated with an organisation receiving foreign contribution shall not be eligible to be a Chairperson or member of the Committee.
- (4C) Any person working in the implementation of the Act in any Non-Government Organisation or any organisation, performing such functions which may cause conflict of interest in discharge of their duties as the Chairperson or member of the Committee shall not be eligible for appointment as the Chairperson and member of the Committee.
Explanation: For the removal of doubt, it is hereby clarified that, this may include but is not limited to any of the following situations within the territorial jurisdiction of the Committee.
(a) any family member is a member of any non-governmental organization;
(b) close relation is a member of any non-governmental organization;
(c) cases of non-governmental organisations or persons working in a district for rescue and rehabilitation;
(d) a person representing a person who runs a Child Care Institution or member of the Board or Trust of any non-governmental organization.
(4D) If any complaint is made against a Chairperson or member of the Committee, the State Government shall hold an inquiry and if necessary, suspend the person immediately pending inquiry. The inquiry shall be completed within a period of two months and the State Government may take appropriate action within one month of completion of the inquiry.
(4E) No Chairperson or member of the Committee shall be removed without holding an inquiry by the State Government and until that person has been given an opportunity of being heard in the matter
(4F) If a criminal case is registered against the Chairperson or member concerned, if necessary the Government may suspend the concerned Chairperson or member, immediately pending inquiry, for such term as appropriate, or after holding an inquiry and giving an opportunity of being heard in the matter".
As per Rule 88 (5) of the JJ Model Rules-2016
(Selection of Chairperson and Members of the Committee or Board).
A Member selected by the Selection Committee should not.
- i. be holding such full-time occupation that may not allow the person to give necessary time and attention to the work of the Board or the Committee as per the Act and rules;
- ii. be associated with any Child Care Institution (CCI), directly or
indirectly, during his/her tenure as a member of the Board or Committee or have any other conflict of interest.
- iii. hold any office in any political party during his/her tenure, or
- iv. be insolvent
As per Section 27 (7) of the JJ Act-2015.
TERMINATION:
The appointment of any member of the Committee shall be terminated by the State
Government after making an inquiry, if—
- (i) he/She has been found guilty of misuse of power vested on him/her under this Act;
- (ii) he/She has been convicted of an offence involving moral turpitude and such
conviction has not been reversed or he/She has not been granted full pardon in respect of such offence;
- (iii) he/She fails to attend the proceedings of the Committee consecutively for three
months without any valid reason or he/She fails to attend less than three-fourths of the sittings in a year.

EDUCATION QUALIFICATIONS & EXPERIENCE:As per Sub Section (3) of Section 4 of Juvenile Justice Act, 2015 :
•No social worker shall be appointed as a member of the Board unless such person has been actively involved in health, education, or welfare activities pertaining to children for at least seven (7) years or a practicing professional with a degree in child psychology, psychiatry, sociology or law.
Age Specification: Sub rule (3) of Rule 4 of JJ Rules amended in 2022
Social worker Member shall be
•Minimum: 35 years
•Maximum: 65 years as on the notification date.

Criteria for Disqualification/Ineligibility: JJB
As per Rule 5 (2) of the JJ Model Rules, 2016 (Amended in 2022)
A social worker member of the board shall be eligible for appointment of maximum of two terms.
As per Section 4 (4) of the JJ Act, 2015 (JJB).
No person shall be eligible for selection as Member of the Board, if he/she ––
- (i) has any past record of violation of human rights or child rights;
- (ii) has been convicted of an offence involving moral turpitude, and such
conviction has not been reversed or has not been granted full pardon in respect of such offence;
- (iii) has been removed or dismissed from service of the Central Government or a State Government or an undertaking or corporation owned or controlled by the Central Government or a State Government;
- (iv) has ever indulged in child abuse or employment of child labour or any other violation of human rights or immoral act.
As per Rule 88 (5) of the JJ Model Rules-2016 .
(Selection of Chairperson and Members of the Committee or Board)
A Member selected by the Selection Committee should not.
- i. be holding such full-time occupation that may not allow the person to give necessary time and attention to the work of the Board or the Committee as per the Act and rules;
- ii. be associated with any Child Care Institution (CCI), directly or
indirectly, during his/her tenure as a member of the Board or Committee or have any other conflict of interest.
- iii. hold any office in any political party during his/her tenure, or
- iv. be insolvent
TERMINATION- Sub section (7) of Section 4 of JJ Act 2015
The appointment of any member of the Board, except the Principal Magistrate, may be terminated after holding an inquiry by the State Government, if he ––
- has been found guilty of misuse of power vested under this Act; or
- fails to attend the proceedings of the Board consecutively for three months without any valid reason; or
- fails to attend less than three-fourths of the sittings in a year; or
- becomes ineligible under sub-section (4) during his term as a member.
