Eligibility Criteria and Criteria for lneliqibility for appointment of Social worker Members of the JJB

Name of the Position Tenure Eligibility Criteria & Age Specification
Social Worker Members for the Juvenile Justice Board. 3 years EDUCATION QUALIFICATIONS & EXPERIENCE:As per Sub Section (3) of Section 4 of Juvenile Justice Act, 2015 and Rule 3 (3) of JJ Model Rules:
The Social Worker Member shall have at least seven (7) years of experience of working with children in the field of education, health, or welfare activities pertaining to children or should be practicing professional with a degree in child psychology or psychiatry or social work or sociology or in the field of law or
Age Specification:
Social worker Member shall be completed 35 years of age as on notification date.

Criteria for Disqualification / lneliqibility:

As per Rule 88 of the JJ Model Rules-2016 and the JJ Act-2015

A social worker member selected by the Selection Committee should not

  1. be holding such full-time occupation that may not allow the person to give necessary time and attention to the work of the Board or the Committee as per the Act and rules;
  2. be associated with any Child Care Institution (CCI), directly or indirectly, during his tenure as a member of the Board or Committee or have any other conflict of interest.
  3. holds any office in any political pady during his tenure, or
  4. be insolvent

As per section (4) of 4 of the JJ Act-2015.

No person shall be eligible for selection as a member of the Board if he/she:

  1. Has any past record of the violation of human rights or child rights
  2. Has been convicted of an offence involving moral turpitude and such conviction has not been reversed or has not been granted full pardon in respect of such offence
  3. Has been removed or dismissed from service of Central Government or State Government or an undertaking or corporation owned or controlled by the Gentral Government or a State Government
  4. Has ever indulged in child abuse or employment of child labour or any other violation of human rights or immoral act

As per Rule 5 (2) of the JJ Model Rules-2016 and the JJ Act-2015:

     A Social Worker Member of the Board shall be eligible for appointment of maximum of two terms which shall not be continues..

TERMlNATION:

The appointment of any Social Worker Member of the Board shall be terminated after holding an inquiry by the State Government, if.

  1. He / She has been found guilty of misuse of power vested under this Act. or,
  2. He / She fails to attend the proceedings of the Board consecutively for three months without any valid reasons or
  3. He / She fails to attend less than three-fourths of the sittings in a year,
